GPS Control Network: Pearl River County

Pearl River county mapThe purpose of this work was to support Pearl River County’s efforts to develop a spatially accurate geographic information system (GIS) through the development of digital orthophoto quads and the development of new digital FIRMs maps using LiIDAR generated 2’ contours.

Dungan Engineering provided the necessary geodetic control expertise for the targeting, maintenance, positioning of 63 aerial targets and reporting to support the referenced project. 

Services Included:

  • Setting, maintaining, and removal of 63 12’ x 12’ x 2’ chevron aerial targets prior to the aerial campaign.
  • Trimble 5700 dual frequency receivers were used to tie the 63 control points to the NAD 83 (1993) / NAVD 88 (Adjusted) Datum
  • TGO software was used to post-process field collected GPS baselines.
  • Accuracy of final adjustment of 63 control points at 95% confidence interval was 0.10’ +/- Horizontal, 0.15 +/- Vertical
  • Finial Report.

Modernization of Marion County E-911 System

Morgantown MapThis project involved migrating the County’s existing E-911 System to a geographic information system (GIS). 

A users needs assessment identified the need to develop an accurate intelligent map or “Smart Map” of all roads and structures in the county that could:

  • Improve Emergency Response times
  • Integrate with plans to modernize the Sheriffs PSAP
  • Reduce E-911 maintenance cost
  • Improve intra-governmental activities that the E-911 systems supports
  • Tax Mapping
  • County Redistricting
  • Solid Waste Billing and Solid Waste Collection Routing

The project consisted of:

  • Scanning & Georeferencing
    • Tax Assessor’s Aerial Photo Base
    • Tax Assessor’s Parcel Maps
    • FEMA Maps
  • Creating a "Smart" Addressed Road Centerline
  • Creating an E-911 Structure Layer
  • Mapping Voting Precincts, Supervisory District, City Wards, Justice Court Lines and School Districts
  • Producing Lap Maps
  • Assisting with technology transfer of the new system via ArcGIS Training.

Redistricting Plan: Marion County, MS

This project involved the development of the County’s 2000 Census redistricting plan for Supervisor and School district boundaries.

Responsibilities included:

  • Development of several plans via meetings with key decision makers for presentation to the Public
  • Creation of maps for public display
  • Creation of new legal descriptions for recordation
  • Creations of necessary documents for the Justice department

GIS Implementation Plan: Pearl River County

Pearl River CountyThis project involved the development of an Implementation plan document to assist Pearl River County with the creation of their Spatial Information Management Services Department (SIMS). 

Using an existing implementation plan developed for the County’s Enterprise GIS Dungan served on their GIS Program and Technical Committees to:

  • Develop a Mission Statement for the SIMS Department.
  • Create an organizational chart and work flow diagrams of existing departments to assist with the merging of existing mapping activities into the SIMS department.
  • Provide technical assistance with ongoing GIS mapping projects
  • Develop budgets for the new department
  • Develop an implementation timeline with long range tasks and goals.

Tax Parcel Maintenance: Pearl River County

This project consisted of updating the County’s tax parcel base with new land splits. 

Tasks included:

  • Scanning & georeferencing tax maps;
  • Updating the parcel map;
  • Plotting of updated mylars to comply with Rule 6 of the Mississippi State Tax Commission;
  • Technology transfer of methodology,  Land Desktop training and ArcGIS training.
